- Irish Business & Employers Confederation (IBEC) -Until Neil retired in December 2023, he headed up the Infrastructure Policy team in Ibec, Ireland's largest business representative organisation. Neil holds an engineering degree from Cambridge University an MBA from The London Business School, and a PhD in Environmental Economics from UCD.
